Stephen B. Keogh, Esq.

Stephen B. Keogh, Esq.
Stephen Keogh brings more than four decades of legal experience and three generations of family history in the Norwalk legal community to his role as Managing Attorney of Milvidskiy Law Group’s Connecticut office. His practice focuses on elder law, estate planning, trusts and estates, and the legal challenges that accompany aging, disability, and the loss of a loved one.
Mr. Keogh helps clients make decisions about their care, their assets, and the people who will act on their behalf. His work includes planning for long-term care, navigating Medicaid eligibility, providing for family members with disabilities, and preparing for incapacity. He also assists executors, trustees, and families with estate and trust administration, conservatorship proceedings, and probate disputes. These matters often bring together financial concerns, family relationships, and difficult personal choices, all of which deserve careful consideration.
His connection to this work is rooted in a longstanding family tradition. Keogh Law traces its origins to 1897, when his grandfather, John Keogh, graduated from Yale Law School and opened an office on Washington Street in South Norwalk. Alongside his legal practice, John Keogh served in public roles, including as a member of the commission that helped create the modern City of Norwalk in 1913.
The second generation began in 1933, when Stephen’s father, John Keogh, Jr., a graduate of Yale College and Yale Law School, joined the practice. He later served as a Norwalk City Court Judge. Stephen joined his father in practice in 1985 and became a partner in 1990, gradually developing the firm’s focus on elder law and probate matters. Across three generations, the practice remained closely connected to the community it served.
In 2026, Mr. Keogh joined Milvidskiy Law Group, bringing Keogh Law’s nearly 130-year heritage into the firm’s Connecticut practice. From the Norwalk office, he continues that tradition of personal service while working alongside colleagues across the firm.
Mr. Keogh’s commitment to the profession extends to teaching and public education. He serves on the adjunct faculty at the University of Connecticut School of Law, where he teaches the Elder Law Clinic, helping students gain practical experience with healthcare decision-making, conservatorships, long-term care planning, and end-of-life matters. He also frequently presents educational programs for attorneys and the public.
His involvement in healthcare ethics includes membership in the Community Bioethics Forum associated with the Yale School of Medicine’s Program for Biomedical Ethics and service on the Adult and Pediatric Ethics Committees at Yale-New Haven Hospital. In 2012, he became the inaugural recipient of the Connecticut Probate Assembly’s Glenn E. Knierim Pro Bono Award.
